Does Mississippi pay for employee training?

Yes. Mississippi runs Workforce Enhancement Training Fund. The money goes to a state college, which has to be the grantee. An outside trainer works through the college, not around it.

Can you use the trainer you want?

In most states the answer is yes, because federal regulation 20 CFR 680.530(a) exempts providers of incumbent worker training from the eligible training provider list. That list governs training for jobseekers. It does not govern training for the staff you already have. Where a state funds a program with its own money, it writes its own rules, and that is where the exceptions live.

Mississippi: State college delivers

State law directs the fund to train in collaboration with the Community College Board and transfers the money into the board account, and the quarterly state report allocates it college by college. An employer requests training rather than hiring a vendor and claiming back. Whether a college may subcontract an outside trainer is genuinely unknown, as no procurement guidance was found either way. The one route where an employer picks its own trainer is federal incumbent worker training through a local board; the Mississippi Partnership area says the employer will generally select and procure the provider, at up to 90% for a small employer, but no area advertises this and the other three areas publish nothing.

Does AI training qualify? Not addressed either way

No funded Mississippi program names artificial intelligence. The Statewide AI Framework published in August 2026 names incumbent workers repeatedly but attaches no money and imposes no requirement. Demand is being routed to the community colleges and the state AI network rather than to employer grants.

The thing that sinks applications

Training, not consulting.

Every one of these programs funds training. None of them fund someone building you a system. Several states say so outright, and the rejection usually arrives after the work rather than before it.

The reimbursable version of the work has defined instructional hours, more than one person in the room, W-2 employees rather than contractors, and something at the end that shows who completed it. The implementation work alongside it is a normal business expense. Better to know that before you apply than after.
