Does Texas pay for employee training?
Yes, but not on demand. Texas runs Skills Development Fund and Skills for Small Business, and it is either between rounds or rationed locally. The money goes to a state college, which has to be the grantee. An outside trainer works through the college, not around it.

Can you use the trainer you want?
In most states the answer is yes, because federal regulation 20 CFR 680.530(a) exempts providers of incumbent worker training from the eligible training provider list. That list governs training for jobseekers. It does not govern training for the staff you already have. Where a state funds a program with its own money, it writes its own rules, and that is where the exceptions live.
Texas: State college delivers
Closed to an outside trainer as the direct vendor. Skills for Small Business states that all training must be provided by a public community or technical college, and state law restricts the Skills Development Fund grantee to colleges, two Texas A&M agencies, community organizations and workforce boards — the employer cannot even be the applicant. Texas local boards may run federally funded incumbent worker training, where no provider list applies.
Does AI training qualify? Not addressed either way
The state materials do not address AI or digital-skills training either way. We have not assumed an answer on the state’s behalf.
What to watch
Whether a college may subcontract instruction to a private firm is not addressed in the governing chapter, and no agency guidance was found either way.

Training, not consulting.
Every one of these programs funds training. None of them fund someone building you a system. Several states say so outright, and the rejection usually arrives after the work rather than before it.
The reimbursable version of the work has defined instructional hours, more than one person in the room, W-2 employees rather than contractors, and something at the end that shows who completed it. The implementation work alongside it is a normal business expense. Better to know that before you apply than after.
